He was taught Legilimency due to his already silent nature and his intuitiveness there was information which needs to be collected in the time he was in school and after of which he attained the means of leaving. He is essentially acting as his brothers pawn to make use of the skills he had taught him, his legilimency is to aid the family in their attempt to succeed the throne of wizarding government. In terms these ideals were found out he would stand as use of the unforgivables which were taught to him at the same time.
